poverty level (FPL) definitions, and premiums as of April 1, 2010.
Premiums may be updated more frequently than they have been in the
past, so check with the state for official numbers. How does eligibility determination work? It starts with your monthly income, divided into earned (wages, salary) and unearned (all other sources). This distinction is necessary because income "disregards" apply only to earned income. All adults will have up to $90 of their earned income per month disregarded (income will be reduced by that amount. If earned income per month is less than $90, whatever is earned will be disregarded. Next, spending on childcare will be disregarded, to a maximum of $175 per child per month. Note that if any children are under two years old, the official disregard will be higher. At this point, family income is converted to a percentage of federal poverty level (FPL). FPL is determined annually by the federal government, and varies by family size. If your FPL is above 300%, you are not eligible for premium assistance, but you may still be eligible to purchase Catamount Health at full cost. If your FPL at this point is at or below 200%, your premium can be immediately determined. However, if your FPL is between 200% and 300%, there is an additional $400 per family income disregard (also limited by amount of earned income). If you qualify for this second disregard, your FPL will be recomputed and premium will be based on the revised FPL.
